Generally, "born on" is used for days and dates. "Born in" is used for years, months and centuries. For example, this person was born on November 8th, this person was born in 1940. If I want to say a specific date that includes the year, as long as I'm citing the date, I'm going to say "born on." Ie, "this person was born on November 8 1940."
